The patchwork problem, stated precisely

Before the platform, Wangaratta managed a diverse portfolio of community assets across four separate business areas using what the council itself described as a patchwork of spreadsheets, paper forms, email threads and disconnected diaries. The consequences were the predictable ones: double bookings, revenue that leaked, and administrative effort spent on coordination rather than service.

Four business areas, not one

What makes Wangaratta instructive is the breadth. This is a rural council, not a metropolitan one, and it still runs four distinct booking operations:

• Community and recreation. Community centers, pavilions and meeting rooms.
• Open space. Parks, reserves and recreation land.
• Sporting grounds. Ovals, courts and a velodrome.
• Aviation. The council aerodrome.

The aerodrome is the one that surprises people. It is also the clearest demonstration that the engine is not a recreation product with a booking screen. If it can hold the rules, compliance conditions and charging basis for aviation use of a council airfield, a picnic shelter is not a difficult case.

How it runs now

Staff and residents work through three integrated portals: a casual booking portal for one-off rentals, a regular booking portal for recurring allocations, and a payment portal for collection. The finance system, TechnologyOne, is connected for automated reconciliation, and staff access runs through Azure single sign-on.

The operating model shifted rather than simply digitizing. Routine requests flow through self-service, and staff attention moved from processing intake to managing exceptions and the complex rentals that genuinely need human judgment. The platform handles discovery, request, payment and confirmation.

Why it is relevant to a North American agency

Two reasons. First, if you are a smaller agency wondering whether consolidation is only for large cities, this is a rural council running four business areas on one platform. Second, if you have an unusual asset class, a marina, an airfield, a fairground, a cemetery, the aerodrome is the evidence that the engine is general rather than recreation-specific.
