Where they started
Cardinia is one of the fastest growing municipalities in Victoria, which is a specific kind of problem for a booking team. Demand grows faster than headcount, and a manual approval process that worked at one scale quietly stops working at the next.
Bookings arrived through several channels and were worked by hand. Approval took as long as it took, because each request needed a staff member to check eligibility, apply the right rate and confirm the space was genuinely free. Residents had no way to see where their application had got to, so they called, which took more staff time than the application itself.
What they did
Rather than replace one system, Cardinia consolidated five business areas onto a single platform. Community facility bookings went live first, which is the pattern we recommend, because it is the highest volume area and the one where self-service pays back fastest.
The adopted fee schedule, the residency test, the insurance requirements and the approval delegations were configured as they were actually written, rather than approximated. That is the part that takes the time in implementation and the part that determines whether staff trust the system afterwards.
Consolidation was the objective, not digitization. Putting one department online would have moved the problem rather than solved it.
