Facility and recreation management platform for local government

One platform forevery public spaceyour city owns.

One platform to manage facility bookings, program registrations, memberships, payments and community services for municipalities across North America. Residents reserve and pay online at any hour. Your staff work one diary instead of six calendars and a spreadsheet.

Live in four to eight weeks. Every implementation in our 22-year history has gone live.

The situation

Most cities do not have a booking problem. They have six booking systems.

Parks runs a reservation package bought years ago. The library uses a room tool tied to the catalog. The clerk keeps chambers in Outlook. Fields are allocated in a spreadsheet each spring. Nobody can say how much revenue the city earned from its own buildings last quarter.

  1. 01

    Requests arrive four different ways

PDF applications by email, phone calls, walk-ins at three counters and a web form that lands in a shared inbox. Staff re-key the same request two or three times.

  2. 02

Approval takes weeks, and residents cannot see why

An application waits on an insurance certificate, a fee calculation or a supervisor on vacation. The applicant has no status to check, so they call.

  3. 03

Insurance and deposits are tracked on paper

Certificates of insurance expire mid-season without anyone noticing. Damage deposits are refunded from memory. Risk management hears about it after the incident.

  4. 04

    Cost recovery is a guess

Nobody can show a council member the utilization of a recreation center, the subsidy level by program tier, or what the fee schedule actually produced.

Who we serve

Built for the organizations that own public space.

Every vendor in this market sells parks and recreation. OptimoGov was built for governments that also own a library, a city hall, a theater, a marina and a solid waste operation. See solutions by organization

Why OptimoGov

Why municipalities choose OptimoGov.

Self-service community access

Residents find, book and pay on your branded portal at any hour, on any device, built to WCAG 2.1 AA.

03

Simplified facility management

One diary, one customer record and one ledger across every department that rents out space.

04

Secure cloud platform

Microsoft Azure hosting in the United States and Canada, ISO 27001, SOC 2 Type II and PCI DSS, with quarterly penetration testing.

05

Flexible configuration

Your adopted fee schedule, approval delegations and facility rules configured by your staff, not coded by ours.

06

Proven municipal experience

Twenty-two years serving local government across four countries, and every implementation has gone live.

Facility use permitting

The compliance work is the work.

Taking a reservation is easy. Enforcing a fee schedule, a residency test, an insurance requirement and a deposit policy on every single booking is what consumes your staff. That is the part OptimoGov automates.

  • Certificate of insurance capture and expiry tracking. Required limits per facility class, additional insured verification, renewal reminders and a hard block on permits with lapsed coverage.
  • Resident and non-resident rate rules. Address verification against your jurisdiction boundary, with commercial, nonprofit, youth sports and government tiers priced separately.
  • Damage and cleaning deposits. Held at booking, released or partially retained after inspection, with the reason recorded against the permit.
  • Your adopted fee schedule, exactly as adopted. Hourly, half-day, daily, per-session and seasonal rates, minimum durations, surcharges and add-ons, with effective dates.
  • Approval workflows that match your delegation. Auto-approve a study room, route a park special event to three reviewers, escalate an alcohol permit to risk management.
  • Conflict detection across the whole portfolio. Including maintenance closures, tournaments, field rest periods, city holidays and weather cancellations.

How a request moves

From first click to paid permit, without a staff member re-keying anything.

  2. 2

  3. 3

Routed to the right reviewers by your delegation.

  4. 4

  5. 5

Diary updated, conflicts held, crew notified.

  6. 6

    Payment

Deposit and balance collected to your ledger.

Two experiences, one system of record

A portal residents can finish, and a console staff do not fight.

For residents, start to finish

  1. Find the space

Browse by location, capacity, amenities or date on your city's own branded portal, in your city's domain.

  2. See what is actually open

Real-time availability with the rate class they fall into and the conditions that apply, before they fill anything in.

  3. Apply once

Household account, e-signed waiver, certificate of insurance uploaded to the file. Answers carry forward to the next booking.

  4. Pay how they pay

Card, ACH and e-check in the US. Interac and pre-authorized debit in Canada. Deposit held, balance due before the date.

  5. Track it to the permit

Application status, outstanding requirements, invoices and the issued permit, all visible without calling the front desk. WCAG 2.1 AA throughout.

For staff, one system of record

  • A booking diary that reads like Outlook

Day, week and month views across every facility, with conflicts flagged on entry.

  • Recurring and seasonal in one action

Build a full league season in one pass, roll last season forward, adjust the exceptions.

  • Automatic pricing

The system applies the rate class, the discounts, the surcharges and the taxes.

  • Function sheets and task lists

Setup, equipment, custodial and security assignments generated from the booking.

  • Built-in reports

Utilization, revenue by rate class, subsidy by program tier, permit cycle time, plus a Power BI feed.

Proven municipal experience

What changes when a local government consolidates.

OptimoGov has served local governments across Australia, New Zealand, the United Kingdom and Ireland for 22 years, and is delivered in the United States and Canada with our regional partner Invorg / MuniLogic. Three outcomes from live deployments.

Cardinia Shire Council

From a lengthy manual process to same-day booking confirmations

Five business areas consolidated onto one platform, with resident self-service rising month on month after go-live and staff hours redirected off booking administration.

Mildura Rural City Council

Centralized management of community facilities and a regional sporting precinct

Facilities across the municipality and its sports precinct managed from a single platform, with most precinct bookings confirmed instantly, in continuous operation since 2021.

Toowoomba Regional Council

Modernized facility booking and public access in a phased rollout

Community facilities live first, integrated with the finance system, receipting and single sign-on, with further business areas following in later phases.

Security, compliance and accessibility

What your IT reviewer and your ADA coordinator will both ask.

Hosting

Microsoft Azure, in country

United States or Canadian regions, selected at contract and never moved without your written instruction.

Standards

ISO 27001, SOC 2 Type II, PCI DSS

Certifications and reports available in the security pack, with what we do not hold stated just as plainly.

Data protection

Encrypted, backed up, tested

Encryption in transit and at rest, Azure Backup Vault, a documented recovery plan and quarterly penetration testing.

Accessibility

WCAG 2.1 AA resident portals

Keyboard operable, screen reader tested, with a conformance report your ADA coordinator can file.

Regulatory

ADA Title II applies to the booking page, not just your website.

The Department of Justice rule requires state and local government web content to meet WCAG 2.1 Level AA. A resident reservation and registration portal is squarely in scope. If your current vendor cannot produce a conformance report for the pages residents actually use, that exposure sits with your agency.

Compliance dateApril 26, 2027

Public entities serving a population of 50,000 or more. Most cities, counties and urban library systems.

Compliance dateApril 26, 2028

Public entities under 50,000, and every special district regardless of size. Independent park and recreation districts fall here.

Implementation

Four to eight weeks, timeboxed, scheduled around your season.

Recreation agencies cannot go live in the middle of summer camp registration. We set the go-live date against your registration calendar and work backwards, using the timeboxed method behind 22 years of local government deployments and a 100% go-live record.

KickoffWeek 4, smaller agencies liveWeek 8, multi-department rollouts live
  1. Discovery

Facility inventory, adopted fee schedule, approval delegations and the go-live window that avoids your peak registration period.

  2. Configuration

Spaces, rules and pricing built. Customer records, permit history and finance codes migrated with a reconciliation you sign off.

  3. Training

Finance, single sign-on and payments connected in a test environment. Your staff walk every real scenario end to end in user journey walkthroughs, then role-based training on site.

  4. Go live

Cutover with support in the room, then a named account contact, 24/7 support and an adoption review after go-live.

See the full implementation plan

Four weeks is typical for a single business area such as community centers or athletic fields. Eight weeks covers a multi-department rollout with finance integration and data migration from an incumbent system.

How the partnership works

Questions from evaluation panels

Answered here rather than on a call.

If your panel needs an answer that is not here, send the question and we will publish the answer.

Do you have North American municipal customers?

Not yet. OptimoGov has served local governments across Australia, New Zealand, the United Kingdom and Ireland for 22 years, and North America is a new market for us, delivered with our regional partner Invorg / MuniLogic from Philadelphia and London, Ontario. We would rather say that plainly than imply a reference base we do not have. We offer reference calls with comparable agencies overseas, first-cohort commercial terms, and a contract that puts implementation risk on us.

Where does our data live?

Microsoft Azure regions in the United States or Canada, selected at contract. Canadian agencies stay in Canadian regions, which matters for PIPEDA and Quebec Law 25. Encrypted in transit and at rest, backed up to Azure Backup Vault, with a documented disaster recovery plan.

Can we start with one department?

Yes. Most agencies begin with community centers or athletic fields and add libraries, programs, chambers or ticketing later. Adding a business area does not restart your contract.

What does support look like in our time zone?

24/7 coverage on a toll-free North American line, plus email and ticketing, handed between our London, Brisbane, Sydney and Colombo support centers so overnight issues are worked while your office is closed. You get a named account contact.

How do payment processing fees work?

You choose whether the agency absorbs the processing fee, passes it to the renter as a service fee, or splits it. Card, ACH and e-check in the US, Interac and pre-authorized debit in Canada. The processing rate is stated in your written quote.
