The six reports that matter
Each one exists because somebody has to defend a decision with it.
A report is only useful if it answers a question that gets asked out loud, in a budget hearing or a council meeting. These are the ones agencies run most.

Utilization by facility and time of day
Which spaces earn their operating cost and which sit empty on Tuesday mornings. The report a capital request or a closure decision needs, and it is wrong unless internal use is counted.

Revenue and subsidy by rate class
What resident, non-resident, nonprofit and commercial use each contributed, against direct cost. Feeds a cost of service study and NRPA pyramid pricing work.
