Cost recovery and a board that can see it.

A district lives on programs, memberships and rentals, and its board asks harder questions about cost recovery than a city council usually does, because the district has fewer places to hide a subsidy.

The accessibility position, stated plainly

This is the reason most districts are in the market at all.

The Department of Justice rule requires WCAG 2.1 Level AA for state and local government web content. Special district governments are named, with no population threshold. The date moved from April 26, 2027 to April 26, 2028 in the interim final rule published on April 20, 2026.

  • The whole resident path, not the marketing pages. Booking, registration, payment, confirmation email, invoice and the permit PDF. Those are the pages in scope and the ones most vendors have not tested.
  • A named contact and response times. A route for a resident or your ADA coordinator to report a barrier, with stated response commitments.

Pricing is based on the population you serve, so a small district pays a small district rate, with every business area included and unlimited staff accounts. Ask for a written quote and you will have it in five business days.

Can we run just program registration to start?

Yes. Many districts start with registration or with rentals and add the other later at no additional license fee.

Does the April 2028 date really apply to us?

The rule names special district governments regardless of size. We would still recommend your counsel confirms your district's status rather than taking a vendor's word for it, and we will point them at the rule text.
