Yes, and that is the usual setup. Your policy decides the threshold, by headcount, by alcohol, by commercial use or by park.
Do reviewers need a license each?
Reviewers are staff users on your subscription. Staff accounts are unlimited, so adding police, fire and risk management as reviewers does not change your price.
Can we require a site plan only above a certain size?
Yes. Required documents are conditional on the answers in the application, so a small shelter rental is not asked for a traffic plan.
